According to a study by the Swiss National Science Foundation, Biel is a successful example of bilingualism. Biel is trying out new things, such as the bilingual label awarded by the Forum for Bilingualism. The same applies to the canton of Bern: Institutions such as the Council for French-speaking Affairs of the bilingual administrative district of Biel exist only in Biel. Biel won the race against Fribourg, which is only de facto bilingual.
