No Swiss city has transformed as rapidly in the past two decades as Winterthur. After the decline of the industrial companies Sulzer and Rieter, this gray, working-class city was forced to reinvent itself in the 1990s. Today, Winterthur has over 100,000 residents and is making a name for itself as a center of education and services. But the dark side of the city government's growth strategy is also becoming apparent. In 2013, Winterthur was forced to implement the largest austerity package in its history.
