At a St. Gallen government meeting in Nesslau in April 2014, the location of the Wattwil high school was discussed. Shortly thereafter, the newspaper "Ostschweiz am Sonntag" (OAS) received an email. The explosive content: The then-Director of Economic Affairs discussed a secret study on high school locations. The ZSZ was granted access to an investigation report under the Freedom of Information Act.
