Today, around 100,000 people live in almost 1,600 retirement homes. Reports of appalling conditions are increasing. Those affected are usually turned down by the homes, and few dare to approach the ombudsman's offices or the cantonal supervisory authorities. Institutions often decide by self-declaration whether they meet legal requirements regarding staffing, quality of care, and management.
