A look at the state archives reveals a dark chapter in Lucerne's judicial history: In 1937, the district governor vehemently opposed the legalization of homosexuality. Freshly elected, he made combating it his top priority. Over a hundred men were targeted by the authorities. Anyone suspected of being a prostitute was sent to a reformatory.
