They make up over half of the workforce at some United Nations agencies, engaged in roles comparable to those of other employees. But consultants hired by the international organisation are often paid only a fraction of what regular employees earn. Now, after years of administrative uncertainty, Swiss authorities say the workers risk hefty fines if they don\'t pay taxes on those earnings.
