The city of Winterthur is investing less in German as a second language teaching than the canton requires. In the wake of this report, City Councilor Jürg Altwegg was forced to admit that the city is failing to implement the government council's ordinance. In the 2017/2018 school year, there is a shortage of teaching staff amounting to seven full-time positions, corresponding to approximately one million Swiss francs in personnel costs.
