In a series of investigative reports, Eberhard revealed that Swiss weapons were being used in war zones. The arms scandals erupted in the midst of the debate surrounding the Federal Council's decision to relax restrictions on military equipment exports and put the government under such pressure that it ultimately withdrew its decision. It also imposed an immediate arms moratorium on Saudi Arabia.
