The past few years have been turbulent for the UPD. The board of directors and management were completely replaced. Parliament had to provide a rescue package to secure liquidity. How could the UPD have gotten into such a predicament? Based on the Freedom of Information Act, the newspaper "Capital" has requested and analyzed the internal communications between the canton and the UPD management.
